Several Android OEMs Cheat on Benchmarks
AnandTech found out that it is not only Samsung that cheats on benchmarks. Most of the established Android OEMs are also said to cheat on them - LG, HTC, ASUS and more. This finding came out after AnandTech did some extensive digging on several Android devices. They concluded that it was only Motorola that did not cheat on benchmarks. Sony was not included as the company did not send review samples to AnandTech.

Among the OEMs, Samsung has the most number of handsets that were found cheating and this is prevalent across the 3 chipsets that the company uses - Qualcomm Snapdragon, Exynos, and Intel Atom. Here's a table below of the devices that were found cheating. Opposite to their names are the benchmark tests performed:

By cheating, it means that CPUs of the mentioned devices disable the lower clock speeds and sleep modes on all CPU cores when a benchmark test is performed. All their CPU cores are also locked at their max frequency. According to AnandTech, it is "worth pointing out that nearly almost all Android
OEMs are complicit in creating this mess. We singled out Samsung for the
initial investigation as they were doing something unique on the GPU
front that didn't apply to everyone else, but the CPU story is a widespread problem."
